Kennedy Celebrates Ten Years of Personal Independence for Millions of Americans

Congressman Mark Kennedy marked the tenth anniversary of the House passage of the historic Personal Responsibility and Work Opportunity Reconciliation Act- the most significant reform of our nation's Welfare system in its history- with the following statement.

"The Welfare system of the past created a culture of dependency and perpetual poverty, and worked against those who sought self-sufficiency and responsibility," said Congressman Kennedy. "The reforms Congress passed into law ten years ago replaced that broken Welfare system with a profoundly compassionate one that has encouraged work and self-sufficiency and restored a feeling of dignity in so many. By setting high expectations and treating people with compassion, the 1996 Welfare reform act is a perfect example that you don't need big government to help people improve their lives."
